If you are trying to change people's behaviour, you need to know the answers to the questions above. A lot of time, money and effort are wasted by well-intentioned people who don't have these answers.  For instance, it is no good providing people with the tools for change if they don't care in the first place. Alternatively, if people are fully committed to sustainable change, but lack the resources to do it, the last thing they want to hear is a lecture about how serious global warming is going to be!
